4Is the online medical cannabis service legal?
Yes. Our service is fully legal and complies with all applicable telemedicine laws and medical cannabis regulations in Puerto Rico.
5Is my information protected?
Yes. All patient information is confidential and will never appear in any public database. Your information is protected under federal law through the Health Insurance Portability and Accountability Act (HIPAA).
6What does a patient need to provide to receive a medical cannabis evaluation?
Patients must submit medical evidence of their condition, such as:
- A medical letter from a primary care physician or specialist
- Copies of medical records (problem list, diagnoses, medications)
- Diagnostic studies (MRI, CT scan, X-rays, etc.)
- Prescription medications that support a diagnosis approved by the Puerto Rico Department of Health
7What is the company’s refund policy?
Perfetto Salud Integral is not responsible if the Puerto Rico Department of Health Medical Cannabis Board does not approve an application. If an application is denied for not meeting the legal requirements, the service fee will not be refunded, as the full medical and administrative service was provided.
8What is a medical recommendation for the use of medical cannabis?
It is a certification issued by a physician licensed by the Puerto Rico Medical Cannabis Board for patients who suffer from a condition covered under Law 42-2017 and who may benefit from medical cannabis treatment.
This recommendation is NOT a prescription.
It does NOT allow the purchase of medical cannabis without a valid medical cannabis license (patient ID card) issued by Puerto Rico or the patient’s home state.
With this recommendation, patients must apply for their medical cannabis license through the Puerto Rico Department of Health’s digital portal: https://licenciacannabis.salud.gov.pr/

10What is the process to obtain a medical cannabis recommendation and patient license online with Dr. Melissa Perfetto?
1. Register on our website and upload documents that prove you have an approved medical condition under the Puerto Rico Department of Health. Dr. Perfetto will review the documents and notify you if you qualify.
2. If approved, you will complete a form with demographic information, medical history, pain assessment, and mental health screening if applicable.
3. You will upload:
- A photo of a valid government-issued ID (driver’s license, passport, Real ID, etc.)
- A recent photo of yourself taken with your phone against a light background
4. Select the desired service and submit payment.
5. Dr. Perfetto will issue your medical cannabis recommendation, which will be sent to your email.
6. Using this recommendation, you will apply for your medical cannabis license through the Puerto Rico Department of Health digital portal.
11Required documents for the Medical Cannabis Patient ID Application
Adult Patients
- Copy of a valid government-issued ID with photo and signature (Puerto Rico, U.S., or passport)
Patients Under 21 Years of Age
- Copy of a valid government-issued ID or passport. If unavailable, a copy of the minor’s birth certificate
- Written consent from both parents authorizing medical cannabis use
- If one parent is deceased or lacks parental authority, a death certificate or court order must be submitted
- Certification from two (2) licensed physicians recommending medical cannabis for the minor
12What if I choose license management services?
If you select our Medical Cannabis License Management service, we will handle all required documentation and payments to the Puerto Rico Department of Health on your behalf.
Please note: We are not responsible for the approval or denial of applications by the Department of Health. Fees are non-refundable for this service.
13How long does approval take?
Within 24 to 48 hours, the Department of Health will usually approve or deny the application. If approved, you will receive a voucher by email which, together with your medical recommendation, allows you to purchase medical cannabis at any licensed dispensary for 30 days.
Before the end of the 30-day period, you will receive your official medical cannabis license through the delivery method previously agreed upon.
14What documents must an adult patient companion (21 years or older) submit?
- Copy of a valid government-issued ID with photo and signature
- Criminal Background Check issued within 30 days prior to the application
15What documents must a companion of a patient under 21 years of age submit?
- Copy of a valid government-issued ID or passport of the parent or court-appointed guardian
- Criminal Background Check issued within 30 days prior to the application
- If one or both parents are under 21 years old, a marriage certificate or proof of emancipation must be submitted
- If a court-appointed guardian holds parental authority, a copy of the court order must be provided
16What documents must a companion of a patient under 21 years of age submit?
- A copy of a valid government-issued identification with photo and signature (issued by the Government of Puerto Rico, the United States, or a passport) of the parent, legal guardian, or court-appointed guardian who will be designated as the authorized companion of the minor.
- A Criminal Background Check of the parent or legal/court-appointed guardian who will be designated as the authorized companion. This document must have been issued within thirty (30) days prior to the application.
- If one or both parents of the minor patient are under twenty-one (21) years of age, they must submit a marriage certificate or proof of legal emancipation. Otherwise, they may not be designated as authorized companions.
- If the authorized companion is a court-appointed guardian, a copy of the court order or legal document establishing parental authority over the minor must be submitted.
